The Former President's Progressive Alarm Misses The Continent's True Danger: Technological Stagnation.

Donald Trump's national security strategy offers a flawed view of Europe. It claims that unrestrained immigration and what it terms "woke" policies represent an grave threat to European civilization. Yet, this perspective rests on a serious misreading of the reality. The actual challenge facing Europe is not societal but economic and technological backwardness.

A Glaring Economic Gap Between Europe and the US

Statistics reveal a sobering contrast. Between 2008 and 2023, US GDP grew by 87%, compared to a paltry 13.5% growth for the EU. Over this period, EU GDP per capita dropped from over three-quarters to just half of the US level. Remarkably, even the poorest US state now has a greater average income than major EU nations like Italy and France.

Currently, about half of the world’s top fifty technology firms are American, while a mere four are European.

The Technological Shortfall: The Core Problem

This widening disparity is driven by superior efficiency gains in the US, largely due to breakthroughs and better use of resources. The landscape of world technology dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have grown into companies valued at over $10bn, compared with only fourteen in Europe.

This disparity prompts a vital issue: As the competition for future industries like semiconductors, AI, and quantum computing, what is Europe stand? Most analysts agree it is essentially a contest between two involving the United States and China, with European nations entering at a significant handicap.

Underlying Factors of Europe's Technological Lag

A number of key factors account for this technological divide.

  • Venture Capital: The United States has a far deeper and agile network for financing new ventures. The EU has yet to establish a genuine unified investment market, which limits the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A American entrepreneur can launch a product under one set of laws to access a market of hundreds of millions. The EU, despite a bigger population, is divided among 27 separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was once viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

Despite these challenges, one can find reasons for optimism. European leaders are growing more conscious of the severe threat and have started to advance substantial change. Notable reports on EU competitiveness and the single market point to the need for sweeping reforms.

With the right policies and regulatory reforms, these assets might enable much higher levels of commercial innovation.

The continent still possesses considerable strengths: skilled workforce, excellent education systems, and premier labs. Alongside a vast domestic consumer base and high savings rates, these foundations could trigger a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in developing next-generation tech, it can still dramatically increase economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

The European Union now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's technological decline has been steady. However, if it fails to take decisive action to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
